SOLUTION: Bisphenol type epoxy resin (1 a), a polymerizable unsaturated group-containing modified epoxy resin (1) obtained by reacting a glycidyl group-containing vinyl monomer (1b) and an amine (1c) with a carboxyl group-containing vinyl monomer (2). The copolymer (A) thus obtained is A vinyl-modified epoxy resin aqueous material characterized by being neutralized by a basic compound and dispersed or dissolved in water, and an aqueous coating agent containing the aqueous material are used.
