SOLUTION: The photocatalyst holder of the present invention comprises a hard porous substrate 71, a photocatalyst layer 76 held on the surface of the porous substrate 71, and a metal element 80 held on the photocatalyst layer 76. And Here, the metal element 80 is unevenly distributed on the surface of the photocatalyst layer 76. The photocatalyst holder is preferably manufactured by a method including a step of forming a photocatalyst layer on the surface of a hard porous substrate, and a step of holding a metal element on the surface of the photocatalyst layer. The photocatalyst filter device of the present invention is mainly constituted by the photocatalyst holder of the present invention.
