And a solid electrolytic capacitor in which the conductive layer is sequentially formed, the solid electrolytic capacitor being suitable for being incorporated in a circuit board. SOLUTION: A foil-shaped valve metal substrate 2 having a roughened surface and an insulating oxide film formed thereon, and a foil-shaped valve metal substrate 2 A solid electrolytic capacitor in which at least an insulating oxide film 9, a solid polymer electrolyte layer 11, and conductor layers 12, 13 are sequentially formed, the surface of which is roughened to form an insulating oxide film. The area near one end of the foil-shaped lead electrode metal base 3 is joined to the area near one end of the formed foil-shaped valve metal base 2 so that the metals are electrically connected to each other.
