The dielectric layer has a structure in which a conductive electrode, a dielectric layer covering the conductive electrode, and a protective layer are sequentially laminated on at least one of a pair of substrates facing each other via a discharge space. The impurity atoms are distributed and exist in the layer thickness direction. |
