A photoelectric conversion device having at least an electron-accepting type charge transporting layer, an electron-donating type charge-transporting layer, and a light absorbing layer present between these charge-transporting layers, wherein the electron-accepting type charge transporting layer is zinc oxide The zinc oxide needle-like structure is formed by electrodeposition on a conductive substrate in an electrolyte in which zinc ions and at least one or more additives are present.
