For example, to provide a tertiary functional water having a synergistic effect of improving the living environment and reducing the environmental load, such as by blocking ultraviolet rays, preventing corrosion, preventing deterioration, deodorizing, decomposing organic substances, etc., as a coating material for building materials. SOLUTION: The transferable primary functional water obtained by irradiating the raw material liquid of the primary functional water with ultraviolet rays in the presence of a photocatalyst is transferred to the raw material liquid, and then the primary function is transferred to the raw material water having the transferred function. Water is mixed to produce secondary functional water, and then the photocatalyst-containing liquid is mixed with the secondary functional water. |
