abstract (57) [Solution] An image surface is smooth over the entire surface of an image, and an image having a high glossiness independent of image density can be uniformly reproduced on a transfer material, thereby consuming transparent toner without permission. SOLUTION: A semiconductive intermediate transfer member, on which at least one color toner image of a plurality of different colors made of insulating toner is transferred from at least one image carrier, is formed on the image carrier. A first transfer unit that transfers a color toner image to the intermediate transfer member, a charging unit that charges an insulating color toner image formed on the intermediate transfer member, and a charging unit that faces the intermediate transfer member. Transparent toner developing means for developing a transparent toner, second transfer means for transferring the color toner image formed on the intermediate transfer member and the transparent toner image onto a transfer material, and a color formed on the transfer material The problem has been solved by providing a fixing means for fixing the toner image and the transparent toner image to the transfer material.
