Provided is a gel-forming composition capable of obtaining a low-cost polyvinyl alcohol-based gel having strength properties. Kind Code: A1 A vinyl alcohol-based polymer (A), a compound (B) containing two or more methylol groups in a molecule and water (C) as main components, and the following condition 1): A polyvinyl alcohol-based gel-forming composition that satisfies all of (3) to (3). 1) The ratio of (A) to the total amount of (A), (B) and (C) is 0.5 to 10% by weight; 2) The vinyl alcohol unit in (A) and (B) The molar ratio of the methylol groups contained in the component is 1.0: 0. 01 to 1.0: 0.5, 3) the degree of polymerization of polyvinyl alcohol is 500 or more;
