A developing device for visualizing a latent image formed on an image forming body with toner, and a method of transferring a toner image on the image forming body to a transfer material and remaining on the image forming body. And a cleaning device for removing the remaining toner, the cleaning device has two cleaning members, a first cleaning member and a second cleaning member, from the upstream side along the moving direction of the image forming body. An image forming apparatus, wherein 50% or more of the residual toner is removed by a first cleaning member, and the remainder is removed by a second cleaning member. |
