abstract PROBLEM TO BE SOLVED: To provide a charging member which is capable of obtaining good image quality in a copying machine, a printer and the like, is difficult to adhere to a photoreceptor, has low friction, and a charging device using the charging member. I do. SOLUTION: A charging member which is brought into contact with a member to be charged and applies a voltage between the member to be charged and charges the member to be charged is formed with an elastic layer and an outer side of the elastic layer. At least one coating layer, and the coating layer is formed by adding a silicone oil having one or two reactive functional groups on one end to 100 parts by weight of the urethane-modified acrylic resin. It was formed from a urethane-modified acrylic resin having an active hydrogen terminal at the end added with 0.5 to 30 parts by weight.
