abstract (57) [Summary] [PROBLEMS] It is not necessary to particularly change the type of material contained in a coating material and the content ratio of each material from the conventional one, and it is possible to prevent the coloring of a coating film by an optical semiconductor and to use the optical semiconductor. Provided is a method for forming a coating film capable of sufficiently exhibiting effects. SOLUTION: A coating material containing a silicone resin, an optical semiconductor and a solvent is applied to a substrate to form a coating film. Thereafter, the solvent is removed under an atmosphere having a humidity of 50 to 90% RH. Next, the coating material is cured. As a result, the activity of the optical semiconductor in the coating film can be enhanced, and the effect of the optical semiconductor can be exerted without the need to include a large amount of the optical semiconductor in the coating film.
