abstract (57) [abstract] (with correction) [Problem] As an optimal electrolyte solution for lithium secondary batteries, Provided are a novel electrolyte solution and a lithium secondary battery that have flame retardancy (self-extinguishing properties), high electrical conductivity and electrochemical stability, and are excellent in safety. SOLUTION: This is a non-aqueous electrolyte solution for a secondary battery in which a lithium salt is dissolved in a non-aqueous solvent, wherein the non-aqueous solvent is (a) a cyclic carboxylate, (b) a carbonate, and (c) a phosphate. Wherein a vinylene carbonate compound represented by the following general formula (I) and / or a vinylethylene carbonate compound represented by the following general formula (II) are added to a non-aqueous solvent containing: Aqueous electrolyte. And a lithium secondary battery using the same. (Wherein R 1 , R 2 , R 3 , R 4 , R 5 , R 6 , R 7 and R 8 each independently represents a hydrogen atom or an alkyl group having 1 to 4 carbon atoms)
