PROBLEM TO BE SOLVED: To provide an aggregating agent comprising a primary amine-containing polymer dispersion in which a polymer having a primary amine-containing acrylic monomer as a constituent component is dispersed in salt water. SOLUTION: A monomer (mixture) aqueous solution containing a primary amino group-containing acrylic monomer as an essential component is dispersed in a salt aqueous solution in the presence of an ionic polymer dispersant soluble in the salt aqueous solution.
