Are three-dimensionally entangled in an artificial leather substrate comprising a nonwoven fabric and a polymer elastic body (B), the ultrafine fibers (A) are made of an organic phosphorus component copolymerized polyester, and water is contained in the polymer elastic body (B). A flame-retardant leather-like sheet substrate comprising aluminum oxide.
