PROBLEM TO BE SOLVED: To provide both high stability of particle shape, high sensitivity and high contrast, and to achieve both high illuminance reciprocity failure improvement and improvement of latent image stability after exposure. Provides a small emulsion with increased fog. SOLUTION: High silver chloride having a silver bromide content of 95 mol% or more and a silver iodide content of 0.05 mol% to 0.75 mol% having a continuous outermost layer having a silver bromide content of 30 mol% or more. In a high silver chloride emulsion containing grains, a metal compound of Group VIII of the periodic table is present in the center of the outermost layer and within a range of 10% to 90% of the volume of the outermost layer.
