The use of inorganic fibers for the base layer 1 improves cigarette resistance. Further, the impregnated resin of the base layer 1 is an ionizing radiation-curable resin, Moreover, by using inorganic fibers instead of cellulose as the base material, the sinking resistance is improved. In addition, by using an inorganic fiber which is extensible as compared with paper and does not deteriorate in strength due to ionizing radiation as a base material, breakage at the time of attaching a decorative sheet is prevented.
