SOLUTION: In a metal substrate 31 on which a base layer 32 is formed as a predetermined pattern, first, a base layer 3 is formed. An organic substance 3 is formed on the surface of the metal substrate 31 on which no 2 is formed. 3 is deposited, plasma processing is performed, and then a metal thin film 37 is formed on the entire surface of the metal substrate 31 and the base layer 32 by a sputtering method.
