PROBLEM TO BE SOLVED: To produce a porous polymer having a uniform foam structure and having excellent absorption properties and physical properties in a very short time. Provided is a manufacturing method capable of efficiently manufacturing. SOLUTION: (a) A water-in-oil type obtained by mixing and stirring an oil phase containing a polymerizable monomer component and a surfactant as essential components and an aqueous phase containing water as an essential component. An emulsification step for forming a dispersed phase emulsion (HIPE), (B) a molding step of molding the HIPE into a specific form, (c) In the method for producing a porous polymer including a polymerization step of polymerizing the HIPE, the temperature of the emulsion is controlled so as not to exceed 10 ° C. between the steps (a) to (c).
