A first film-forming resin composition comprising a block of an isocyanate compound having two or more tertiary isocyanate groups in one molecule and a hydroxyl group-containing resin having a hydroxyl value of 20 to 50. A powder coating composition containing particles and second particles having a volume average particle diameter of 0.005 to 0.5 μm. |
