abstract PROBLEM TO BE SOLVED: To provide a heterogeneous ion exchange membrane having excellent ion selectivity and fouling resistance while keeping the electrical resistance of the membrane low, and a method for producing the same. SOLUTION: This is a heterogeneous ion exchange membrane comprising fine particles of an ion exchange resin and a binder resin, wherein the binder resin is a heterogeneous ion exchange membrane containing an ethylene-vinyl alcohol copolymer. A binder resin powder containing a vinyl alcohol copolymer is mixed in advance at a temperature lower than the lowest melting point of the binder resin component, and is heated and kneaded.
