A lower nonmagnetic layer formed by applying a nonmagnetic paint obtained by kneading a certain vinyl chloride copolymer and a nonmagnetic powder, and formed on the lower nonmagnetic layer, at least having an average degree of polymerization of 150 or more and 400 or more. An upper magnetic layer formed by applying a magnetic paint obtained by kneading a vinyl chloride copolymer and a magnetic powder as described below.
