abstract (57) [Summary] [PROBLEMS] To provide a fluorescent lamp exhibiting an effect effective in suppressing flower bud differentiation of plants and an insect repellent effect, and an illumination device using the fluorescent lamp. SOLUTION: This fluorescent lamp has a glass bulb 1 having a phosphor layer 3 formed on an inner wall surface and sealing mercury and a rare gas; and a pair of discharge electrodes for generating a positive discharge column in the glass bulb 1. The phosphor layer 3 is formed of at least Eu and Mg, Eu and Ti, or Eu and Mg. And a yttrium oxysulfide phosphor activated with Ti, wherein the first emission peak is in the red light region and the second emission peak is in the far red light region. .
