SOLUTION: The calcium nitrate is 0.1 to 30% by mass, 1 μm of an organic resin paint containing 0.2 to 60% by mass of a total of 0.2 to 60% by mass of a metal sulfate having a solubility of 1 g or more at 5 ° C. in 100 g of water and one or two or more phosphoric acids. The steel surface or the steel surface covered with the rust layer is coated with a dry film thickness of 200 μm or less.
