abstract | PROBLEM TO BE SOLVED: To provide a developer for developing a photosensitive resin, which has a high permeability to a resin film, has excellent development accelerating properties, generates less bubbles, and can avoid an adverse effect on a thin film transistor or the like. Provided is an image forming method which is excellent in development accelerating property and can stably form a high-definition image. SOLUTION: This is a developer for developing a photosensitive resin, comprising a surfactant [p, q: 1 to 40] represented by the following general formula (1) or (2). An embodiment in which an amine compound is used as a developing agent and the concentration of alkali metal ions in the developer is 0.1 ppm or less is preferable. An image forming method, comprising: a step of forming a photosensitive resin layer on a substrate; a step of pattern-exposing the photosensitive resin layer on the substrate; and a step of forming an image on the substrate by developing. , Wherein a developer containing a surfactant represented by formula (1) or (2) is used.
