SOLUTION: The main component is an adsorbent having an excellent hydrogen chloride gas adsorption rate and a reactant having an excellent reactivity with hydrogen chloride gas, and if necessary, a disintegrant is added, and granulated and dried dioxins are generated. The inhibitor is sprayed on the refuse during combustion, and the powdery substance removes the combustion gas and the hydrogen chloride gas in the fly ash, and the particulate matter removes the hydrogen chloride gas in the residual ash to reduce the generation of dioxins.
