abstract [PROBLEMS] To provide a panel capable of reliably performing a writing operation by shortening a discharge delay in a writing operation to improve display quality and shortening a writing time. . SOLUTION: Two substrates 1, 8 are provided to face each other with a plurality of planarly arranged discharge cells 13 interposed therebetween, and the discharge cells 13 are ignition gaps for generating a pilot discharge for inducing a main discharge. 15. With this configuration, it is possible to generate a write discharge using the discharge generated in the ignition gap 15 as a pilot flame.
