abstract (57) [Summary] [PROBLEMS] To provide a charger which can achieve high efficiency without an electron flowing out inside the charger when an internal polarization type charging method is used. SOLUTION: By providing an insulating film 7 for preventing a charge having the same polarity as the charging polarity from flowing to the charger 2 itself as a flow-off preventing layer at a portion in contact with the photosensitive member 1, electrons generated by charging are charged. It is possible to achieve high efficiency when the internal polarization type charging method is used without flowing into the inside of the container 2.
