(57) [Problem] To enable a reaction with as large a surface area as possible, such as when a high melting point metal material is mixed with an electron emitting material as a reducing agent or is attached to the surface of a cathode. Provided are a flocculent refractory metal material or an oxide thereof, a method for producing the same, and an applied electronic component using the same. SOLUTION: High melting point metal fine particles are deposited in the form of a powder or a layer through a gap to form a cotton-like high melting point metal material having a high porosity. In order to obtain this flocculent material, (a) a mixed gas containing oxygen in an inert gas is introduced into a reactor, and (b) a high melting point metal raw material is heated in the reactor and A base is disposed vertically upward facing the metal raw material, and (c) the base is arranged such that the fine particles of the oxide of the high melting point metal raw material are convected upward while the fine particles are connected via a gap.
