abstract (57) [Problem] To easily and accurately measure a spectral transmittance at an arbitrary measurement point on a panel surface without breaking a CRT panel glass or the like. A light projecting means and a light receiving means are opposed to each other while being spaced apart in a Z direction. The panel 12 to be measured supported by the -1.30-2, the first moving means 13, 1 7, the light emitting and receiving means 30-1 and 30-2 are moved in the X and Y directions, and the panel supporting means 10 and 11 are lowered by the motor 3 constituting the second moving means, so that the light emitting means 30-1 is measured. A motor 21 serving as a second moving means is provided on the panel 12. The light receiving means 30-2 is moved down to make it come into contact with the panel to be measured 12 and the measuring light is projected from the light projecting means 30-1 and the transmitted light of the panel to be measured is received by the light receiving means 30. -2, and the received light is spectrally separated by the spectral detection means 43 to measure the spectral transmittance.
