To provide economically. SOLUTION: This is a solid polymer electrolyte used for a fuel cell, water electrolysis, etc., and catalytically decomposes a peroxide such as hydrogen peroxide (H 2 O 2 ) generated by a cell reaction in an electrolyte material. For example, a transition metal oxide such as manganese oxide, ruthenium oxide, cobalt oxide, nickel oxide, chromium oxide, iridium oxide, or lead oxide is dispersed or blended, or a peroxide such as a tin compound that prevents radical radicalization of the peroxide. A stabilizer is dispersed and blended, or a compound having a phenolic hydroxyl group that traps and inactivates the generated peroxide radical is blended.
