SOLUTION: An urethane compound (A) having an unsaturated group in which an ethylenically unsaturated compound having a hydroxyl group and a polyisocyanate are added in equivalent amounts, a polyisocyanate (b1), a polyester polyol having an Mn of 200 to 2500, an Mn of 200 to 2500 2,500 polyoxytetramethylene glycol and an ethylenically unsaturated compound (b4) having a hydroxyl group are blended at a ratio of 1 to 1.1 equivalents of hydroxyl groups to 1 equivalent of isocyanate groups, and subjected to an addition reaction.
