SOLUTION: In the present invention, an oxide powder of various purity, which forms a soft magnetic material, is treated at a suitable temperature in a reducing atmosphere together with a substance, which forms a carbon fine particle, to form a glassy fine particle in the magnetic material. By forming a structure in which carbon is uniformly dispersed, a novel semiconductor and a manufacturing method have been developed. An object of the present invention is to provide a new radio wave absorber which has not existed in the past, a new product which is super cheap, and a new means for preventing pollution.
