(57) [Problem] To provide a coating liquid capable of forming a high-performance conductive film having excellent dispersion stability in a state of a coating liquid and excellent conductivity and weather resistance by low-temperature heat treatment. A reducing agent is added to a liquid containing a metal ion and a water-soluble resin composed of a cellulose derivative (for example, hydroxypropyl cellulose) to reduce and precipitate metal fine particles, and to gel the water-soluble resin by heating.
