abstract (57) [Problem] As a cathode water having a potential on the reducing side, it is possible to suppress the oxidation of a reduced substance as a target substance even in the presence of active oxygen or the like, and to maintain a reduced state, or Provided is an electrolyzed water generating apparatus capable of reducing oxidized substance to reduced substance and producing cathode water capable of effectively reproducing reduced substance. SOLUTION: An anode chamber 18 in which an anode 12B is provided, A cathode chamber 14 in which the cathode 12A is provided, and a diaphragm 5 that is arranged to partition the anode chamber 18 and the cathode chamber 14 and that can pass both cations and anions or at least one of them are provided. An electrolytic cell 2 is provided. Anode water and cathodic water are generated from raw water containing dissolved ions by diaphragm electrolysis. An electrolytic cell (2) capable of containing dissolved hydrogen gas particles in cathode water generated in the cathode chamber (14) is provided. An apparatus for adding a redox substance to the raw water is provided.
