(57) [Summary] [Problem] A water-in-oil emulsion composition can be obtained by shaking and mixing without using a surfactant, and after a certain period of time, the oil-water interface is stabilized in two layers. And a two-layer water-in-oil emulsion composition. (A) A specific polyether-modified silicone containing 40% by weight or more of a polyoxyalkylene group in the molecule and having a molecular weight of 30000 or more is used in an amount of 0.01 to 0.01%. 0.5% by weight and (b) 5.0 to 8 silicone oils. 0.0% by weight and (c) water are blended. |
