abstract (57) Abstract: A highly rigid plate-like face material and a flexible sheet face material, preferably a non-breathable flexible sheet face material, are both bonded to RPUF with high strength without using an adhesive. The present invention also provides a method of manufacturing a heat insulating panel for ultra low temperature formed to a predetermined thickness and a heat insulating panel capable of manufacturing such a heat insulating panel for ultra low temperature without separately providing a polishing step and a bonding step. An ultra-low temperature insulating panel in which one surface of a rigid polyurethane foam is covered with a gas-permeable plate-like surface material and the other surface with a flexible sheet surface material, wherein the rigid polyurethane foam is glass containing a glass fiber material. A fiber-reinforced rigid polyurethane foam, wherein the breathable plate-like surface material and the flexible sheet surface material are formed by a foam-hardening reaction of a rigid polyurethane foam foaming stock solution composition without using an adhesive; Shall be laminated.
