abstract (57) [Problem] To improve the polymerization method of a monomer having an ethylenic double bond, shorten the time for forming a coating film such as a scale inhibitor, improve productivity, and prevent adhesion of polymer scale. Improves effectiveness and enhances the quality of the resulting polymer product. A monomer having an ethylenic double bond is polymerized in a polymerization vessel having a coating film for preventing adhesion of polymer scale on an inner wall surface or other surfaces. The coating film is applied using steam as a carrier with a coating solution containing a nitrogen-containing polymer compound and a tannin-based compound, or a first coating solution containing a nitrogen-containing polymer compound and a tannin-based compound. It is formed by applying the two coating solutions using steam as a carrier. Thus, a method for producing a polymer from a monomer having an ethylenic double bond.
