During the time from when the pressure PL in the oil passages 103a and 103b starts to decrease until a predetermined time elapses, the amount of decrease in the third biasing force due to the back pressure from the oil passages 107 and 108 due to the pressure decrease in the oil passages 103a and 103b is determined. A current for generating a second urging force by an electric force of a compensating magnitude is supplied to the electromagnetic valves 45 and 46, and after a lapse of the predetermined time, the current supplied to the electromagnetic valves 45 and 46 is made substantially zero.
