And a highly hydrophilic antifouling substrate capable of preventing the surface from being soiled, or self-cleaning or easily cleaning the surface, and a method for producing the same. A method of manufacturing a composite material having a hydrophilic surface includes: a step of preparing a base material; and a wettability including a photocatalytic semiconductor material and having a contact angle of about 10 ° or less when converted to a contact angle with water at the time of photoexcitation. Coating the surface of the substrate with a photoreactive layer exhibiting properties.
