SOLUTION: An NCO-terminated prepolymer-containing polyisocyanate composition (A) obtained by reacting an organic polyisocyanate (a) with an active hydrogen group-containing compound (b) containing 5% by mass or more of oxypropylene units, silicate A liquid composition comprising an aqueous solution (B) and, if necessary, an active hydrogen compound (C), an amine catalyst (D), and a surfactant (E). a) MDI (a1): Polymeric MDI (a2) mass ratio 2 0:80 to 70:30, and 2,2'-MD in a1 I (a), 2,4'-MDI (b) and 4,4'-MD Mass composition ratio of I (c) (i + b) :( c) = 5: 95- 60:40. b) Number average molecular weight of 76 or more and 300 Less than (b1) and less than 300 and less than 10,000 (b2).
