(57) [Problem] To provide a simpler and more efficient method and apparatus for decomposing pollutants (such as organic chlorine compounds). SOLUTION: In a decomposition treatment tank 101, a medium containing a contaminant and functional water (I) are mixed and irradiated with light from a light source 106 to decompose the contaminant. In 04, electrolysis is performed to generate functional water (II), which is supplied again to the decomposition treatment tank 101 and reused for decomposing pollutants, and a functional water (II) is generated.
