And a reaction tank 16 for oxidatively decomposing the organic solvent by mixing with the reaction solution 4. The stirring means is adapted to guide the electrolyte used in the reaction tank to the electrolysis tank and to guide the electrolyte in the electrolysis tank to the reaction tank. You. The reaction tank has a mixer chamber 16a for mixing and oxidatively decomposing the organic solvent by stirring means, and a settle chamber 16c for separating the undecomposed organic solvent 13 and the electrolytic solution 11 overflowing over the partition 16b.
