abstract (57) [Summary] [PROBLEMS] To provide a road pavement layer cutting method and a repair method in which pavement recovery processing can be easily performed without occurrence of extra cutting. SOLUTION: The road paving layer around the manhole cover 1 is cut into a substantially circular shape around a position offset in the inclination direction from the center of the manhole cover 1, and the manhole cover 1 is cut. Then, a liquid paving agent M is filled from a required portion on the valley side of the manhole cover 1 to repair the road pavement layer.
