abstract [PROBLEMS] To provide a fixing device and an image forming apparatus that prevent the accumulated developer from being eluted from the cleaning unit even when the cleaning unit having accumulated the developer with high durability is used at a high temperature. I do. SOLUTION: On the surface of a core metal 24, an abutting portion for abutting against a pressure roller 13 is provided by a mesh sheet 23. The aramid fiber mesh sheet 23 contains fine particles of a chromium salicylate complex as a cross-linking agent. The cross-linking between the toner resin and the chromium salicylate complex proceeds, and the cross-linked resin is polymerized to increase the softening point or melting point, and the viscosity of the deposited toner at the time of temperature rise is increased. Liquefaction is suppressed.
