After mixing the aqueous dispersion of 0 μm polytetrafluoroethylene particles and the aqueous dispersion of organic polymer particles (after emulsion polymerization of a monomer having an ethylenically unsaturated bond), the first stage A production method characterized by coagulating 40 to 80% by weight of a polymer in an aqueous dispersion as coagulation, and completely completing coagulation in a second-stage coagulation.
