abstract (57) [Problem] To form an optical waveguide easily and inexpensively with a polymer material having optical non-linearity and excellent transparency in the near infrared region. SOLUTION: When a polymer material is cross-linked by an optical non-linear substance, polymers are cross-linked by metal ions 15 to form a mold 11 having a shape corresponding to an optical waveguide pattern. To form a base film 13; and contacting the surface of the base film with an ion exchange source 17 having a lower refractive index than metal ions.
