SOLUTION: (A) polyorganosiloxane; (B) A polyorganosiloxane-polyoxyalkylene block copolymer having a specific structure, having a polyoxyalkylene chain at both ends and side chains of the polyorganosiloxane chain, wherein the degree of polymerization of the polyorganosiloxane chain is 300 to 600; (C) A water-in-oil type silicone emulsion composition comprising water.
