abstract PROBLEM TO BE SOLVED: To provide amorphous polymer particles having excellent water absorption capacity, water absorption rate and liquid permeability and useful as a highly water-absorbent resin having excellent stability over time of a gel after water absorption. To provide a reproducible, inexpensive, and reproducible method. SOLUTION: When a water-soluble vinyl monomer is polymerized using a hydrophobic organic solvent inert to polymerization and an aqueous solution of a water-soluble vinyl monomer to produce amorphous polymer particles, a specific anionic interface is produced. The surfactant and the amphoteric surfactant are present.
