SOLUTION: When a water-soluble vinyl monomer is polymerized using a hydrophobic organic solvent inert to polymerization and an aqueous solution of a water-soluble vinyl monomer to produce amorphous polymer particles, a specific anionic interface is produced. The surfactant and the amphoteric surfactant are present. |
