abstract (57) [Problem] A substrate with a conductive film capable of stably and efficiently producing a glass substrate with a transparent conductive film of low resistance and high quality without checking and separating the surface resistance after firing, and the same. It relates to a manufacturing method. A transparent conductive film containing indium oxide as a main component is formed on a transparent glass substrate, and a vitreous insulating layer is formed on the transparent conductive film. It is composed of crystal grains formed as a unit, and has an average size of 500 nm or more and a lattice constant in the range of 1.015 nm to 1.022 nm.
