(57) [Problem] To provide a method capable of forming a film having excellent uniformity and smoothness on a substrate surface. SOLUTION: In the film forming method comprising a step of applying a coating liquid for forming a film on the surface of a substrate and a step of curing the obtained coating film, the coating liquid for forming a film is soft buffed or soft. The pad is impregnated, and the soft buff or the soft pad is brought into contact with the surface of the base under pressure, whereby the soft buff or the soft pad is perpendicular to the surface of the base while supplying the coating liquid for forming the film on the base.
